Thank you, sometimes, when going through a lengthy document with multiple headers, I prefer to focus on a single area, and this helps me do that. Might serve other purposes too, depending on the individual requirements and scenarios.
Response to Bug report: I just tested it on my windows desktop, and in chrome web application, Collapse and Expand seems to be working fine, even after executing multiple times. Can you give me more details to proceed with, like when, where and how?
I checked it on android, it does not show up on the plugin options. I am reaching out to the Amplenote Support Team for further clarification.

This is neat when I need it. Though I rarely require this since amplenote already remembers collapse or expand state.
Bug, it seems to work only once. When I wanted to uncollapse after collapsing the menu option is no longer there.
